Description
When the Confederacy was established, the rebellious states named Stephen Russell Mallory as secretary of the Navy. Mallory immediately started an ironclad construction program to build five ironclads: four on the Mississippi River and one in Hampton Roads, Virginia. After March 9, 1862, Southerners (and the Union) recognized the need for more ironclads. Somehow, the South had to quickly find the resources to build more ironclads to defend their harbors.
